David B. Vliet, BHA, MBA, Chief Executive Officer

Mr. David B. Vliet, MBA, comes to TVHC with over 20 years of experience in practice management and health services administration. For 7 years prior to joining TVHC in 2012, he served as the CEO of Central Texas Community Health Centers, Inc., a Federally Qualified Health Center (FQHC), managing 22 delivery sites and over 500 employees and led the transition of the organization from a department of the City of Austin to a non-profit.   He also served as Chief Operating Officer, for the organization for 3 years overseeing significant expansion of the organization  and the implementation of the practice’s Electronic Health Record (EHR) and Electronic Practice Management (EPM) system.  

Mr. Vliet also worked as a practice administrator for the renowned Nemours Children’s Clinic, Orlando, FL, a multi-pediatric specialty practice, with operational responsibility for 18 medical and surgical divisions. He has served on the boards of directors for the National Association of Community Health Centers and for the Texas Association of Community Health Centers. He holds a Bachelors in Health Services Administration from Florida Atlantic University, Boca Raton, FL, and an MBA from Nova Southeastern University, Fort Lauderdale, FL.  He has been a member of the Medical Group Management Association (MGMA) since 1995 and currently serves on the Board of Directors for the City of Hayward's Chamber of Commerce and the Community Health Center Network (CHCN), a partnership of community health centers committed to enhancing their collective ability to provide comprehensive, quality health care. Mr. Vliet was most recently appointed to the Board of Directors for the National Cooperative Bank (NCB), a financial institution that provides comprehensive financial services to cooperatives and other non-profit organizations throughout the country and addresses the financial needs of an underserved market niche, including health care, especially in low-income communities.

Dr. Sridevi Ponnala, Chief Dental Officer

Dr. Ponnala joined the TVHC team as Dental Director beginning February 1st, 2010. Prior to coming onboard, she managed dental services at Native American Health Center in San Francisco, taught as an Assistant Clinical Professor at UCSF, and served as a mentor to DDS students, focusing on cultural competence skills and minimally invasive dentistry. She has carried this love of teaching with her to TVHC and has worked to create partnership with the University of the Pacific, so that their dental students could complete their residencies while performing much-needed services while gaining cultural competency.

Dr. Anitha Mullangi, Chief Medical Officer 

Dr. Mullangi was born in India and grew up in a family of doctors. She received her medical degree at Siddhartha Medical College in India and completed her residency at Mysore University in 1991. She worked as an OB/Gyn in a 50-bed hospital alongside her family members, who operated the hospital. She eventually moved to the United States and received training in Family Medicine, practicing at the Bronx Lebanon Hospital, and attained her board certification in Family Medicine in 2007. She is an active member of several medical associations, including the American Medical Association and the American Association of Family Physicians. Dr. Mullangi came to TVHC from Community Health Systems, Inc. in Moreno Valley, where she worked as a Medical and QA/QI Director as well as a family physician since 2007.

Monica Salgado, ExecutiveAssistant/Facilities Manager

Monica Salgado has been with the Tiburcio Vasquez Health Center since the early 90’s. Described as this being her first real job, she started as a switchboard operator. Monica has grown with Tiburcio Vasquez and today has extensive experience in all aspects of the center’s administration, acting as the Office/Facility Manager as well as the Executive Assistant. Monica is the key contact for the day to day operations of TVHC's sites and programs. Monica was born and grew up in the East Bay and remembers her parents making use of the services offered by the Tiburcio Vasquez Health Center and is proud to play a role in ensuring those services remain available to others who need them.
